Governança Metropolitana na Grande Vitória: uma proposta de aperfeiçoamento institucional e gerencial

Abstract

This paper presents a research on the theme of Metropolitan Governance carried out between August 2019 and February 2022. The context that delimits the scope of the research is the Metropolitan Region of Greater Vitória-RMGV and its main objective was to arrive at a proposal for institutional improvement of governance in the RMGV. The methodology included conducting bibliographic research in the literature in Portuguese; the study of cases of national experiences of metropolitan and territorial governance; a debate with selected authors in a virtual seminar, free interviews via telephone with experts from other states and face-to-face interviews with leaders of Greater Vitória. The research includes the main challenges presented for metropolitan governance according to the literature, with the national experiences studied and the possibilities for institutional improvement of the governance of the RMGV that depend only on changes in subnational legislation. The path to improving metropolitan governance must be followed within the scope of the management and financing model of each CLPI and in the regionalized preparation of the PPA and the Investment Budget. The construction of an agreement presented in the planning of sustainable development and in the execution of FPIC in each region or territory in Espírito Santo is a common challenge to all ten microregions of the state, not just in the RMGV.
