Análise dos discursos de atores sociais sobre a educação superior brasileira

Resumo

The overall aim of the dissertation is to analyze whether Brazilian social actors’ discourses are influenced by the World Bank on the subject of public policies on Higher Education in Brazil and what permeates these social actors’ discourses on this matter. In order to do so, it was necessary to define the social actors, which, in the case were the International Bank for Reconstruction and Development (IBRD), Ministry of Education (MEC), Council of Rectors of the Brazilian Universities (CRUB), Association of Directors of Federal Institutions of Higher Education (ANDIFES) and the National Union of Teachers of Higher Education Institutions (ANDES-SN). For this research it was defined to make use of a qualitative approach, whose type is classified as comprehensive. Besides that, there is a bibliographic dimension added, for two reasons: first, because the material used it of this nature – that is, is composed by reports, laws, norms, scientific papers, dissertations, theses, agreements and books; and second, because it was the starting point for the building of the initial chapters and it was the sustenance the theoretical basis of this paper. For the data collection, there was no need for using tools such as questionnaires or interviews. The selected bibliographical material was separated into two parts: the first part, which composed the theoretical basis and subsidized this paper in general; the second part of the material selected for the main purpose of the research, which is the discourse analysis and for such purpose the Critical Discourse Analysis (CFDA) formulated by Norman Fairclough was used – it demonstrated to be imperative in order to achieving the goal of this present paper. There are evidences that some of these social actors suffer the influence of the World Bank in its discourses, regarding public policies for Higher Education in Brazil. In the end, the paper meets its goal and proposes the updating of the debate in order to qualifying and politicizing the discussions about the role of financial organisms on the Brazilian educational policies so that the organized civil society understands, debates and formulates its questionings regarding the influence of these financial organisms and, starting from that point, that it can be capable of elaborating and executing public policies on Higher Education in Brazil with more independence and sovereignty.
