O papel da sociedade civil organizada no combate à corrupção: o caso da organização não governamental (ONG) Amigos Associados de Ribeirão Bonito (AMARRIBO) (1999-2010)

Abstract

A study about the NGO Amigos Associados de Ribeirão Bonito (AMARRIBO), in the period from 1999 to 2010, that highlights the conditions of its trajectory and its national self-affirmation process, including the establishment of a network of anticorruption NGOs, as well as the impact of this work in Brazil, by means of practical proposals for action and of institutional debates, which meant to strengthen audit institutions and to improve legislation. Additionally, AMARRIBO’s innovation and learning about the anti-corruption process in Ribeirão Bonito should be stressed, as well as the willingness to disseminate its knowledge throughout the country, by means of lectures and by publishing the book O combate à corrupção nas prefeituras do Brasil. The methodology rests on a theoretical-conceptual analysis of corruption and of the elements composing this phenomenon throughout the history of the country. An analysis about the role, actions and dilemmas of non-governmental organizations was also sought. The results allow us to see not only the path that has already been trodden in the fight against corruption in Brazil, especially in the last 30 years, but also the existing demands concerning a stronger participation of citizens in political action as well as in relation to a more effective output from the agencies and authorities responsible for control and punishment. There is an easily recognizable need of in-depth studies about the conceptualization of the corruption phenomenon, in its most diverse possibilities, in the public or private spheres and within the relationship between these two as well as about the improvement of the national integrity system being constructed in Brazil.
