Repertórios de ação coletiva e a efetividade das instituições participativas das comunicações : o caso do coletivo intervozes

This work inquires the relation between the repertories of collective action adopted by social movement organizations and the effectiveness of participatory institutions (PIs) that treat on the communication policies in Brazil, in other words, the Social Communication Council of the National Congress (SCC) and the First National Conference on Communication (NCC). The discussion is about the actions that have been implemented by the Coletivo Intervozes, a civil society organization that acts in the social movements in order to actualize the communication right and its democratization. In this context, it gives emphasize to the actions for a new legal and regulatory framework for communications, considered as the result of the effectiveness problems verified in the SCC and NCC. The work is divided in four chapters. In the first chapter, the featured is the Coletivo Intervozes, its history, organization form, further its main axis of performances and actions. In the second chapter, essentially theoretical, it is emphasized the conceptual definitions that involve the social movements and the institutional changes. The chapter three is dedicated to the analyze of the effectiveness problems in the PIs towards the communications area and its relations with the repertories of collective action. As variables of analyze, it is used the access/representation of civil society and the functions assigned to the PIs. In the last chapter, it is analyzed the characteristics of the social movement that claims a new legal and regulatory framework for the communications and that has raise as alternative action to the PIs in defense of institutional changes for the area. As this inquiry is qualitative, the analyzes have been done from the semi-structured interviews with the Coletivo Intervozes" members and experts of the communications; from the access to public documents produced by organization and to bibliographic, audio-visual and sonorous informations related to SCC and NCC.
