Movimentos feministas e política de enfrentamento à violência: o caso da Lei do Feminicídio

Abstract

Domestic violence is a historical issue for feminist movements, which demonstrates its clear relevance within the contexts of women's struggles, reflecting the problem that plagues and victims thousands of women every year. Indicators point out that Brazil is one of the countries that kill the most women due to their gender condition, so the debate on this topic is still relevant. Feminist movements, through their articulation with sectors of the State, played a central role in the debate on the issue of violence against women, producing results in public policy, including in Legislative decisions, as in the case of the inclusion of feminicide as a qualifier of the crime of homicide, as demonstrated in the present work. We argue that the Joint Parliamentary Commission of Inquiry into Violence Against Women (CPMIVCM), which took place between 2011 and 2013 and which recommended the inclusion of feminicide in the list of qualifiers for the crime of homicide, was a repertoire of interaction mobilized by feminists. Furthermore, the work identified the different repertoires mobilized by institutional activists and outsider activists in the CPMI process and in the processing of the feminicide law, approved in 2015. Based on the qualitative method, the research combined documentary analysis with semi-structured interviews with parliamentarians and activists.
