lobbying, This paper is part of thematic about articulation of interests between the business sector and government. The proposal is to identify how Movimento Empresarial Espírito Santo em Ação affects the decision-making process in the state of Espírito Santo. Although there are a series of studies about lobbing in Brazil, the proposed approach seeks new elements to the discussion as the political-economic historical context. Espírito Santo em Ação is composed of people and companies from different economic sectors and develop professional lobby. This institution is not part of corporatist system. The analysis concluded that Espírito Santo em Ação political influence was not in the lawmaking process, but through partnership with the Executive power. Notably, the institution had wide participation in the process of preparation sectorial and global developments plans in Paulo Hartung’s government. The institutional arrangement of the state is strongly marked by characteristic of the state ultrapresidenciatilism in which Executive overlaps Legislative power in state decision making. This affects the reading that the actors make the system and directs the political action of the Espírito Santo em Ação.
