O pacto dos indicadores da atenção básica : contando experiências e buscando novas possibilidade na construção do SUS - o caso Vitória-ES

Abstract

The research is about the Basic Attention Pact as instrument of management for the actions of Monitoring and Evaluation of Primary Attention to Health. It is a qualitative research, which goal is identifying the contribution given by that instrument to the municipal managers of health, aiming at organizing the Primary Attention to Health, in the SUS ambit. It analyses through a semi structured interview with the actors involved how the processes of work are constituted and the participation limits of the civil society in the process. The findings identified that the Pact has been seen as a management instrument by the actors involved, however, more effectively for those actors responsible for the management process of the municipal system of health, which are: the Secretary of Health, the municipal coordinator of the Family Health groups and the coordinators of the Family Health Units. This way, it is noted that the use of the pact as management instrument for the Monitoring and Evaluation of actions of Primary Attention to Health in the groups’ territory has not been effected yet. There is an approximation rehearsal with the theme, but that articulation has only been made with the Family Health Units managers. The Municipal Health Board has not participated in the process of the pact discussion. This way, the study findings make possible to affirm the existence of a long path to run in the institutionalization of the monitoring and evaluation process for this level of attention.
