This research dealt with the various aspects involved in improper allocation of public servants in an Early Childhood Education Center of a Federal University. The improper allocation of public servants in the research field involved the performance of teaching activities by public servants who were not formally assigned to occupy that specific position. Thus, the study aimed to clarify how the improper allocation of public servants took place at the Early Childhood Education Center of a Federal University, research the determining reasons for the improper allocation of public servants and analyze how the public servants who worked under such circumstances were psychologically and emotionally affected by the situation. The study presents a descriptive qualitative approach in which the semi-structured interview was used as an instrument for collecting data to unravel some particularities that permeate the theme. The historical path of the Early Childhood Education Center, which has provided its services for the community for almost forty years, was constructed. Bibliographical and empirical researches about improper allocation of public servants within specific public posts were conducted. A time frame using the ex post facto method was traced since the problem of improper allocation of public servants at the research field has already ended. The conclusion shows that the improper allocation of public servants reveals to be an ambiguous matter for Public Administration as well as for the institution analyzed, permeating issues related to the teaching post and to the physiological impacts caused on public servant’s performance in a job position that is considered unlawful. The subject deserves to be treated more attentively by the public authorities as to provide solution to the implications brought by this issue to the different actors involved in the situation: the public administration, the public servant, as well as the public service user.
