This work identifies Self-management, within Telecommunication Network Management, as a technique with great potential to minimize the time spent between new technology acquisitions and offering service over that technology. However, an investigation about the classical Network Management literature and about the Stateof-the-Art of Self-management shows that no one has an effective solution for interoperability and re-usability between heterogeneous entities of Telecommunication Network Management. This lack of solution avoids advances in Self-management Systems development, since it implies lack of basic selfmanagement features, such as: self-regulation, self-organization and ecosystem behavior (collective view of managed environment). To address this problem, this work proposes a software architecture which has the objective of simplify the construction of Self-management Systems and give them the ecosystem behavior (interoperability and re-usability). The proposed software architecture presents and specifies (abstractly) the functional element known as Semantic Services Provider of Transport Network Management (PSSGRT). In the core of PSSGRT is the ontology of Transport Networks, based on ITU-T G.805 recommendation, other major contribution of this work. Ontology is the key technique to provide semantic information interoperability and re-usability. The PSSGRT is not specified in terms of technologies and protocol, but in terms of its role, behavior and expected work. Some candidate technologies are lightly analyzed, but a Reference Implementation is out of scope. However, an experimental software implementation is proposed and a restricted software prototype is built on. Under certain scenarios, the prototype was able to accomplish the role of PSSGRT and has shown the potential new paradigm of Self management systems construction.
