This dissertation analyzes the way the expansion process of the Federal Educational Scientific and Technological Institute of Espírito Santo (IFES), which took place in the governship of President Lula (2003-2010). In 100 years of existence of the Federal Professional Educational Net, 140 centers were created all over Brazil, whereas in the time frame of this research, 214 centers were created. In the specific case of the Federal Institute of Espírito Santo, 15 campi were created until 2010, distributed amongst several municipalities in the State. The following questions guided this investigation: Was the access to a higher number of students through the creation of campi and vacancy/registrations democratic? Was the participation of IFE s servants in the expansion process and its creation real? Did the expansion process reinforce and/or recreate the social function of IFES? The main purpose of this work was investigating the creation and expansion processes of IFES in the perspective of the assertion of democracy, also the democratization of the access and the participation of the servants. In addition, the perspective of the accomplishment of the social function of IFES was also analyzed. The methodology approached was quali-quantitative once the analysis of data from the demand growth was considered, as well as the documents analyzed. Furthermore, the theoretical studies helped in the comprehension of the process. Questionnaires were applied to the servants from IFES. The administrators were interviewed. The interview was semi-structured due to the direct contact with the interviewed, while the questionnaire was structured for the use of electronic means. All the administrators who worked at IFES in the time period of 2003 to 2010 were heard. Teachers and administrative technicians were termed in this study as servants. A questionnaire was applied to 10% of the total amount of servants working at IFES in the same period. The documents analyzed consisted of laws, edicts, and internal and general norms. An emphasis was given to the laws of expansion of the Federal Net, as well as the creation of IFES (Laws number 11.196/95 and 11.892/08), LDB/96, Law number 11.741/08, which incorporated the organization of professional education to the LDB/96 likewise the Institutional Development Plans, the Institutional Pedagogical Projects, the management reports, the Enactments of the Board Council and some Teaching and Researching Chamber from Cefetes Enactments. This work assumes that building new campi or schools is not enough whether the expansion process does not meet the needs of society and whether the administrators, teachers and administrative technicians were not considered in the building of this new model of institutionalization. However, this expansion must be meaningful to society as to the creation of more and better opportunities of formation and professional qualification that promotes a kind of learning that forms an autonomous citizen. In conclusion, a progress in the democratization of the access to IFES was noticed as the number of campus increased and reached the countryside of the State, as well as the number of registrations. On the other hand, universalizing education all its levels remains a challenge. As to participation, the non-participation was revealed, what demonstrates an organization system in which there is a lot of information and lack of effective participation regarding the making of decisions. Concerning the meeting of the social function, it is possible to assert that there was a raise in the enrollment in relation to the Espírito Santo s total population which is beyond the perception of servants and administrators that it was positive and important steps towards the possibility of approaching each day more the needs of each local context and effectively consummating a social inclusion project
