Vida sem ensaios-acionamentos do programa de proteção a crianças e adolescentes ameaçados de morte do Espírito Santo (PPCAAM) : modos de gestão de vida e afirmação de lutas

Abstract

Life without essay is all our life where we go to directly on the scene. Where we don't have previous time to planning, to organizing for actuate on the world's theatre. For over ten years, the Espirito Santo state is the one of the biggest states with numbers of homicides of children and adolescents in Brazil. Indices indicate that the target of this lethal violence is a very specific population, composed mostly of young people, blacks and inhabitants of the big cities peripheries. Since 2003, in the Espirito Santo, is developed the Program to Protect Children and Adolescents Threatened of Death (PPCAAM), another component of Rights Guarantee System (SGD) of Children and adolescents, acting with the objective of disseminating the discussion on lethal violence and protect children and adolescents directly threatened with death. This work has the intention to put in question the ways of life's government, who are affirmed when submitted to PPCAAM/ES and thus, present a picture of the way of functioning of the Guarantee System of Rights in the Espirito Santo state at the point where intersect SGD agents, child / adolescent / family and the Program to Protect Children and Adolescents Threatened of Death of Espirito Santo - PPCAAM / ES. In this context, I understand that to submit one case to a specific service such as PPCAAM, numerous instituted processes that are present in our social dynamics go to scene, especially in relation to the implementation of social policies aimed at children and adolescents in a scenery of articulation between services. The act of "to submit" one case puts in the question practices that speaks of relationships between services which at first glance may seem just a bureaucratic form, where you want to pass the "problem" to other service. But if analyzed more closely and carefully, the tiny daily practices, almost imperceptibles, one realizes that are practices that serve to certain government forms of life are. At the same time, involved in this life's government, the fights are affirmed, strategies of resistance too, small forms of action and of interventions that link to the affirmation of life. Therefore, in this work, far from talking about what does not work or what is lacking in the relationships between the services, was approached what works powerfully, and operates forms of life's management for the purpose of to do someone live and let die others. Also here the registry of some resistance strategies that shows some possibilities to govern life in different ways.
