This study sought to investigate the political actions of the Youth and Adult Education Forum of Espírito Santo, in the relationship with the State, in the last ten years, facing the fights for the right to education, which leads us to question its configuration as a social movement, in a context of the dismantling of the public education. The main objective focused on the analysis of the Forum's course of action in the period between 2008-2018, based on the available documentation on contexts and interlocutions of the movement in relation to the State, regarding the guarantee of educational rights. The theory of social movements and the public sociology of social movements constituted the theoretical basis on which we tried to appropriate ourselves, in order to explore the research question and its objectives in a coherent way. The contextualization of the research period opened up horizons of analysis, due to the exhaustion of the classic model for theorizing social movements, indicating new analytical categories for understanding the object of the study. Documentary research was the methodological option assumed, in the field of educational policy, for the study of the Forum's political action. Thus, we count on the following authors André Cellard (2012); Rosana Kripka, Morgana Scheller e Danusa Bonotto (2015); Jackson Sá-Silva, Cristóvão Almeida e Joel Guindani (2009) e Tatiana Vieira (2017). Special attention was given in the process of collecting documents, to primary and secondary sources and the observance of criteria that identify authorship and the motivations for their production, as well as the criteria of authenticity and reliability. The word map and spiral tools were used to compare the main themes present in the plenary reports. The work with the documents, from a critical analysis, took as a reference the identification of tensions, struggles, challenges and contradictions experienced in the historical context, in the elaboration of public policies. The results point to some contributions: new theoretical and methodological tools are used to understand the complexity that involves the object of the study, due to the impossibility of conceptualizing social movements from a single theoretical matrix; the Forum used creative repertoire strategies in its work with the State, seeking to influence public policy; creative acting repertoires were used by the Forum with other actors and social movements through a common agenda; public sociology of social movements opens the way to critically study contemporary social movements and recognizes them as political subjects involved in social transformations. This understanding leads to the possibility of the recognition of the EJA / ES Forum as a social movement.
