Mudanças na atenção psicossocial decorrentes das políticas de saúde mental do período de 2016-2020

Abstract

Until 2015, the organization and operation of the Psychosocial Care Network followed a dynamic expansion of its devices with continuous and regular implementation flows and changes were always permeated in the guidelines and bases of the so-called Brazilian Psychiatric Reform. Its strategy is psychosocial care instituted by the principles and guidelines of the Unified Health System (SUS) implied in a new, broader and more complex way of caring for mental suffering based on ethical, human and respectful values. From the year 2016, focusing on the flow and dynamics of the process, regulations were issued by the federal government with the justification that the area needs improvements. This work aims to identify and analyze the changes in psychosocial care resulting from the norms established by the mental health policy of the period. With a qualitative approach, the methodological resource adopted was a documentary research based on the identification and analysis of the legal documents of the period, which provide for the reformulation of Brazilian mental health care, presenting the changes operated in the structure and functioning in relation to the paradigm of psychosocial care. The discussion and analysis was carried out by systematizing psychosocial care into categories, with the actions and points changed and the respective responsible regulations. The identification of changes in psychosocial care arising from the mental health policy of the period was based on the regulations issued in the period by the Ministry of Health and the Federal Government. And the repercussions were analyzed based on documents from official bodies such as professional councils, health councils, rights councils, associations and the like. The results pointed to the mischaracterization of psychosocial care due to political changes in the period and the impairment of psychosocial care instituted by the Psychiatric Reform. It emphasizes the importance of contextualization regarding the political moment of the country in the period under study, the actors involved and the guiding conceptual bases. Due to the content of the research, the questions raised, the discussions, it is expected that the study will be configured as a contribution in the foundation of resistance and confrontation of adversities in the field of mental health, thus contributing to the quality of care offered to users.
