Resumo
The work presented seeks to understand the controlling power structures of the management of urban public transport in the metropolitan area of Greater Victoria (RMGV), in order to do that a descriptive, comparative and bibliographic research was made by a qualitative approach. The theoretical basis of the study goes through the understanding of the concepts of public governance, public service and controlling power in a business corporation. Brings also a brief history of the issue of urban mobility in Brazil, presents the national urban mobility policy and institutional models practiced in Brazil. Based on the framework it was made a comparative analyzes between the controlling power structures of companies Urbanization of Curitiba (URBS), which is a global reference in urban mobility management, and Urban Transport Company of Greater Victoria (Ceturb). It was found the need to improve the level of governance of the institutions involved in the administration of public transport in the metropolitan areas, specifically the RMGV, which is the main focus of work for the achievement of national policy on urban mobility. Accordingly with this observation it is proposed a new controlling power structure for the management of urban public transport RMGV with the creation of two institutions: a public one responsible for the planning and supervision of urban public transport system and another one private with the goal of operationalize this system
