O uso de geoinformação na gestão pública universitária : estudo do contexto capacitante para o desenvolvimento do conhecimento científico

Resumo

This master's thesis proposes the application of a method based on Geographic Information System (GIS) to view and manage the products and the resources used by researchers in scientific knowledge process in the Federal Institutions of Higher Education (IFES-Brazil). As it proposes the conceptual modeling of a technological tool, the assumption being adopted is that the geo-information tools add qualities to the enabling context that is necessary for generating knowledge, optimizing and facilitating the communication and the transfer of tacit and explicit scientific knowledge, qualifying the process access and dissemination of teaching scientific production in IFES, contributing like that to the whole preview of scientific structure of IFES and promoting the identity process as "Virtual University", structured network and tuned to the process of internationalization of scientific production. The purpose of the research is to prove the positive contributions from geo-information in the effectiveness of public university management starting from a conceptual model based on GIS technologies. It is translated by the existing enabling context and the advances in the potential communication process and scientific productivity of IFES, especially influencing the access and dissemination of tacit knowledge of teachers researchers. The research is classified as exploratory-descriptive and aims to understand the interaction between the elements of scientific process, viewed through the maps, understanding the geographic area in an integrated and systematic way with the use of GIS technologies that enable the realization of new storage operations and analyzing data from multiple databases and repositories. The demonstrative conceptual model was built from the reality observed in the structure of the Federal University of Espírito Santo (UFES). The data used for studying the conceptual model were collected from scientific databases of open access, from institutional databases, institutional webpage's post-graduate programs, from information collected in sectors related to management of the physical space in UFES and semi-structured interviews with representatives of the Dean of PostGraduate Studies and also with the UFES Information Technology Center.
