This study sought to analyze the historical experiences of literacy in the state of Espírito Santo, in the period of military regime. Those experiences involve all the initiatives such as programs, projects, material productions and activities in the literacy field, both by the government and by the school. From the cultural historical perspective, it was based on the dialogical method of Mikhail Bakhtin. Besides this author, many others participated in the dialogue that culminated in this dissertation. For the analysis, documents from various sources were gathered, such as interviews, dispatched and received mail from the State Department of Education and from the school; classroom diaries; cards of students final results; federal and state laws; written records of teachers; teacher evaluation cards, booklets, government application plans; government reports; School Inspectors visit terms, etc. The analysis of the sources revealed that during the decades of 1960, 1970 and 1980, the actions undertaken in literacy were intended to correct the problem of lack of places for students in scholar age. It concludes that even covering three decades searching the solutions for the same issue, the situation kept the same initial aggravating: insufficient school places for all the children high failure rate and dropout.
