Políticas de financiamento da educação básica : a valorização dos profissionais do magistério na rede municipal de ensino de São Mateus/ES

Resumo

This dissertation aims to analyze the management of the resources of Fundeb (Maintenance and Development of Basic Education and Valorization of Education Professionals Fund) and its influence on education enhancement policies in the town of São Mateus, Espirito Santo, from 2007 to 2015. It aims to verify how Fundeb contributes to ensuring such policies. In order to do that, the legislation of financial education, the implementation of Fundef (Maintenance and Development of Elementary Education and Valorization of Teaching Fund) and Fundep, as well as the assurance regulations for the education field in the town were analyzed. Qualitative research was the methodology applied, presenting reflections about the funding of basic education based on bibliographic and documental research. Firstly, a study of funding policies and their characteristics in Brazil and the influence in the State´s bureaucratic process involved in the implementation of these education enhancement policies was conducted. Secondly, municipal financial and educational data related to the fund and the teaching valorization policies implemented after Fundeb were analyzed. Thirdly, the influence of these funds in the number of offered student openings in the municipal schools was examined. It was concluded that Fundeb is an effective tool for enforcing positive teaching valorization policies in the town of São Mateus, especially in reference to the Career and Salary Plan, which has encouraged education professionals to pursue initial and continued education.
