Resumo

The economic and financial openness that occurred in Brazil in the 1990s and the competitive scenario of the time allowed companies to make changes in work organization and management processes and to adopt outsourcing as a cost reduction strategy and search for higher profits. In this context, the public health sector of Espírito Santo was also influenced by the spread of labor flexibilization, considering that the same pressures for cost reduction and efficiency also occur in Public Health, which has favored the outsourcing of medical services in this area, mainly through the hiring of social organizations. Considering the numerous issues arising from the outsourcing of medical services in Public Health, the research aims to analyze the supervision of the health services management contract at the Central State Hospital. The methodology used has a qualitative and descriptive character, developed through bibliographical, documentary research and semi-structured interviews. Based on the objective presented, it was demonstrated that this contract meets almost all the legal drafting requirements analyzed in the study and that there are difficulties in its supervision. By identifying these difficulties, proposals for improvement in the supervision of the management contract were presented, based on the theoretical framework and the interviews
