A implementação da reforma do ensino médio no Espírito Santo: análise do currículo Sedu-Senai em Anchieta-ES

Resumo

This research aims to analyze the implementation of the Secondary Education Reform defined by the 2017 law n. 13.415 focusing on the articulated offer of the technical and professional Formative Itinerary and the National Common Curricular Base (BNCC) in the state of Espírito Santo. This reform presents significant changes in the last stage of basic education with important implications for curricular organization and educational objectives. In the state of Espírito Santo, the Secretary of State for Education (SEDU), operating under the program “Escola Viva” (singleshift school regulated and started in 2015), and SENAI-ES established an agreement for implementation in the SENAI school (called CEEMTI Anchieta – SENAI) in the municipality of Anchieta-ES that would correspond to the provisions of the High School Reform. The analysis sought to encompass, through qualitative research evidencing the perspective of the subjects involved regarding the interests at stake, the format assumed by the curriculum and the consequences for students’ education. It was observed good school infrastructure for the occurrence and development of curriculum contents that were restricted to times reserved for BNCC, for the Diversified Part and for the Technical Professional Itinerary, which represent curricular diversification, but do not go beyond secondary education integrated with secondary level technical professional education. In the analyzed curriculum, it is clear that technical training is not added to humanistic education; instead, it replaces students’ more comprehensive education in human sciences and applied social science, disfavoring the constitution of a critical view. The curricular organization deepens education for work and empties education for citizenship, besides operating with adaptive and alienating elements of students to the extent that it pushes them towards entrepreneurship and individualism through the so-called life project. In the research, it was evidenced that the present educational project, materialized in the SEDU-SENAI school, on the one hand, aimed at promoting curricular organization in the models of law n. 13.415/2017 developed nationally by the S System and, on the other hand, used the SESI-SENAI-ES school that was inactive due to the crisis in Anchieta provoked by Samarco – in addition to incorporating the full-time “Escola Viva” program, supporting the local government and its hegemony project.
