Public procurement constitutes important governmental activity, either by the amount of resources spent in this area or by its relevance when considered its ultimate goal: to supply the state with the means necessary to provide public services to society. The optimization of the purchasing processes contributes to the reduction of the acquisition time and resources spent, also improves of the quality of the acquisitions among other aspects. This study proposes a reference model for procurement processes capable of being implemented in Federal Public Organizations. In order to achieve that, the dynamics of public procurement processes were analyzed not only from a legal perspective, but particularly from the point of view of process management. The study and comparison of existing models and knowledge of practical aspects acquired from the contact with experienced public buyers were the basis for the construction of the proposed reference model
