Redes de proteção no território de Viana/ES: entre movimentações e políticas de/na Proteção Social Básica

Resumo

This dissertation aimed, through conversations performed in the Viana territory, to point clues about the functioning of protection networks that emerge in the daily life of people who are in a vulnerable situation, according to the discourse of social assistance policies. For this purpose, some notes that compose with the story of Viana/ES are presented, discussing the geographical, historical, cultural and migratory characteristics that contributed to consolidating the current configuration of this region. Subsequently, we discuss the understanding and conceptual support of what we call here Protection Networks, an idea that helps to expand the notion of Social Protection, while inviting us to question the various hegemonic meanings that accompany the universal idea historically disseminated about this concept. Following this, we explore the notion of territory as a conceptual framework capable of analyzing historical and social processes, and we connect this discussion to the Viana territory, presenting different perspectives on this land that go beyond its historical narrative. In this way, inspired by the ethics and politics of cartographic methodology, the proposed methodology was constructed that provided support and guidance for the way we chose to walk this territory and the homes of the people we were with. Ways that were built as we walked through it, and that made it possible to analyze what we learned in these spaces. Along this journey, the discussion of what was learned develops in two axes of analysis that points to: (1) The confluences, histories, memories, and strategies that have allowed life to flourish in a community that, despite being affected by capitalist development, fosters the emergence of affective alliances; and (2) The directions taken by Basic Social Protection that, while potentialize life and living among the population, also impose regulation, serialization, and homogenization of life
