Alinhamento da produção científica ao planejamento de desenvolvimento institucional: um estudo das dissertações do Programa de Pós-graduação em Gestão Pública da Universidade Federal do Espírito Santo

The evaluation process is fundamental for quality management, that is, the managers and the course coordination must use the results of the evaluation activities to make an institutional planning that intends to revert their vulnerabilities and improve their potentialities, framing the Institution's objectives, program objectives and social demands, in order to propose effective actions and modifications in university management.In Federal Higher Education Institutions (IFES), Institutional Development Planning (PDI) plays an important role in the search for management forms that ensure the progress of science and technology, the training of qualified professionals and the aspirations of society.The problem studied came from meeting the current CAPES evaluation norms, as well as assisting in the implementation of actions to improve the Program, with a view to a better evaluation in 2020, and also providing data for the institution's strategic planning to develop new strategies.The aim of this study is to analyze the strategic alignment of the scientific productions Dissertation modality of the Postgraduate Program in Public Management (PPGGP) of UFES with the PDI 2015/2019, in order to meet the requirements of the CAPES evaluation form to be used in the 2017/2020 quadrennium.It is a mixed approach quantitative (descriptive statistics) and qualitative (content analysis), configuring the research as descriptive, bibliographic and documentary. The sample is the PPGGP dissertations defended in the interregnum 2017 and 2018, being a total of 96 scientific productions, of which 41 studied specifically the UFES.Data collection was performed through the UFES Professional Master's Program Portal Portal, the information provided by the course's Secretariat and the analysis of the PDI. As a result, it was found that the research of the Program is in line with the demands of the University, although only one dissertation dealing with gender diversity was not directly aligned with the thematic axes of the Plan.Given this situation, there is a need for strategic planning of the institution to develop strategies related to cross cutting themes. As a technical product, a strategic alignment was elaborated of the scientific productions modality PPGGP / UFES Dissertation with the Institutional Development Planning.
