Verbos, cores e mudanças : a implementação da eleição direta de diretores escolares na Prefeitura Municipal de Vitória (PMV-ES) em 1992, uma dimensão da gestão democrática

Abstract

The research analyzes the implementation of direct election for school principals in the municipal school network of Vitória (PMV/ES) and its role in consolidating the principles of democratic management in local education. Using a qualitative historical-bibliographic methodology, the study aims to uncover the details and historical contexts that shaped the initial milestone of these elections by analyzing documents and oral sources. The central research question is: what is the importance of introducing direct elections for school principals in the educational dynamics of the Vitória/ES Municipal Network? The literature review includes authors such as Gobete (2005), Costa (2006), Natal (2011), Vargas (2011), Antunes (2012), Pereira (2012), Silveira (2016), and Souza (2019). The theoretical framework of this research benefits from the contributions of various authors including Paro (2001, 2010, 2012, 2015), Freire (1982, 1996, 2001, 2003, 2015, 2019, 2021, 2022), Saviani (2004, 2008, 2010, 2015, 2021, 2023), Ferreira et al. (1999), Cravo (2012), Della Fonte (2020), Minto (2010), and Karl Marx (1985, 1989, 2004, 2007, 2008, 2020). The study reveals that the direct election of school principals is a significant step in implementing democratic management, reflecting in the social structures and the relationships between labor and society. The analysis of the first direct election in 1992 highlights the creation, progress, and future prospects of the model, consolidating the constitutional principle of democratic management in education. The study focuses on the implications, challenges, and potential advantages of direct elections for school principals, especially during its initial phase of implementation, considering that democratic management in education encompasses various aspects of school dynamics
