Historically analyze the reviews of integrated verifying security policies if its managers were able to translate in social indicators of effectiveness, the results of the ongoing process of search for overcoming violence and juvenile crime, designated by the projects of prevention implemented in the territory the region Grande St. Peter in Vitoria, Espirito Santo, Brazil, between the years 2005 to 2012. For this purpose will be searched official and unofficial documents produced by managers and researchers involved in the four programs for the prevention of youth crime there developed, which are the Victory of Peace, the National Program for Public Security and Citizenship, the UN Security Joint Programme with Citizenship, and the present State Program, which are situated within the contemporary concept of democratic public, decentralized, humanist and participatory cities. It is around these issues which focuses this thesis, formulated within the research line State and Public Policy Graduate History at the Federal University of Espirito Santo PPGHIS the program and is linked to the research project of FAPES in partnership with UFES and UFRJ, coordinated by Professor Dr. Marcia Barros Ferreira Rodrigues "dynamic study of homicide patterns in the Holy Spirit in areas of operation of the State Program Gift: Vitoria and Vila Velha"
