O MST como locus de pressão e proposição de políticas públicas voltadas para educação do campo no norte do Espírito Santo (2003-2016)

Resumo

The process of building up the education of the members of the Landless Workers' Movement (MST) in the north of Espirito Santo came at the same time as this movement began to claim and wield its struggle for the Agrarian Reform. It is noteworthy, however, that the education advocated by the MST - which establishes the Alternation Regime as one of its main pedagogical devices - is in decline, which is materialized mainly by the policy of closing schools in the countryside in recent years. The hypothesis is that this occurs from the so-called Paulo Hartung Era, when the conception of state management is adopted, more systematically, guided mainly by the neoliberal logic. Based on this logic, the principles of total quality and efficiency begin to exercise a central power over the political and economic directions of administrative management, culminating with the retreat of achievements in the field of educational public policies in the countryside. This is the moment when the hegemony of the urban-industrial conception reaches its peak, seeking to meet interests anchored in the agenda of the Non-governmental Organization “ES em Ação”, an organization that congregates several large companies and controls the “Capixaba” political agenda, imposing to the state, as a whole, its economic and social development project. In order to reach the objectives proposed in this study, we used documental analysis and oral history as methodology. In the case of the latter, we used some interviews with characters who lived, at least in part, both the constructive process of the MST education in the north of the state of Espírito Santo, and the government escalation to deconstruct it, since the last administration of Governor Paulo Hartung. Finally, we conclude that the ideological discrepancies that produce the clash between the State and the MST are of a disproportionate nature, and the social movement is at a disadvantage in relation to any claim it may make to the public entity, considering the greatness of interests that this one defends.
