Análise do processo administrativo eletrônico nos registros acadêmicos de uma instituição de ensino superior

Resumo

Introduction: The management of a public institution requires the knowledge of the regulations and proper conduct of activities in the administrative environment in which it is inserted. A common service in various environments of public administration is the administrative process. It was regulated in order to meet the principles of legality, purpose, motivation, reasonableness, proportionality, morality, broad defense, contradictory, legal certainty, public interest and efficiency. The use of the process in electronic means was arranged through Decree Nº 8.539/2015, implemented in 2018 at UFES, aiming at the search for the expansion of agility, practicality, economy and transparency of administrative practices. The problem: Given the need for university management assessment, is it possible to identify agility in processing processes and tracking of proceedings, after the implementation of the electronic administrative process at the university, based on the context of academic records? The main objective of the research was to analyze the results of the implementation of the electronic administrative process at UFES, in the context of academic records, from a comparative study of the processes in the period from 2017 to 2021. For an understanding of the legislation relevant to the electronic administrative process in the federal public administration and in related entities, important aspects of laws and decrees are presented, in addition to the University Ordinance. As for the methods and procedures, this research was designed in a quantitative and qualitative approach, through the use of data and reports extracted from the SIE and the Web Protocol System, in addition to the evaluation of the results of questionnaires applied to servers that are frequently related to the protocol and academic systems. The research turned to a type of academic record, the closing of the course, and presented as results the efficiency with the reduction of the processing time, the economy, without the need to use paper and publicity through the consultation system in the system of Web Protocol. As a Technical Product, a conclusive technical report was prepared with the presentation of a proposal to adjust the flow of requests for academic records to be passed on to PROGRAD.
