Resumo

Introduction: The Sustainable Public Procurement policy aims to integrate environmental, social and economic aspects in government procurement and contracting, in order to contribute to Sustainable Development. Despite having a legal framework that supports this practice, a Brazilian Public Administration still lacks instruments that enable a selection of suppliers, considering sustainability criteria. Purchasing associations are increasingly responsible for social issues or ecological externalities considered by their suppliers' behavior and, consequently, the concept of sustainable supply chain emerged. Taking sustainability into account requires a broader supply chain management practice, including supplier assessment. The problem is how to evaluate companies that supply goods and materials to a public higher education institution in terms of compliance with sustainability requirements. The main objective is to propose a method for evaluating and selecting companies that supply a public higher education institution in relation to sustainability criteria, based on the GRI. In theoretical terms, aspects of Sustainable Public Procurement, Global Reporting Initiative (GRI) Standards, Supplier Management and Evaluation and Multicriteria Decision Support Analysis (MDMC/A) - AHP were used to support the research arguments. As for the methods and procedures, the research is classified as an exploratory, bibliographic and documentary study, with a mix approach, considering the qualitative and quantitative dimensions. The sampling focuses on companies that supply goods and materials from UFES. Data collection was carried out indirectly, with research in the University's database, and direct, through the application of an electronic questionnaire. As for the results, a Multicriteria Decision Support Analysis tool (MDMC/A) was proposed to evaluate and select suppliers, based on GRI sustainability criteria, as a technical product of an applied nature, since it can be used by the university's purchasing sector to evaluate its suppliers and make decisions.
