Introduction: By analyzing the literature as well as the history of organizational contracts, it is possible to observe that there are several premises established in ordinances, laws or even in the Federal Constitution that refer to the Unified Health System as a practice setting for too many professions In the area of health, the FC of 88, for example, in its article 200 establishes that it is the responsibility of the SUS to order the training of professionals for the health area. From this perspective, it is still possible to verify clauses that reinforce this statement, in its article 27, the SUS Organic Law, No. 8.080/90 states that the SUS constitutes a field of practice for teaching and research through specific standards, which must be elaborated together with the educational system, in this scenario, the Organizational Contracts for Public Action Teaching – Health arise, in order to formalize partnerships between the SUS practice scenarios and Higher Education Institutions.achieving formalization in the practice scenarios, since what has been observed are unilateral decision-making in which there is no opening for the service to integrate the actions of the academy, thus being the SUS practice field used for training and in in favor of university interests, but this is a one-way, summary, bureaucratic, low-affected way without integration among peers. The main objective was to carry out the elaboration and execution of the Organizational Contract for Public Action Teaching – Health between the municipality of São Mateus and the Federal University of Espírito Santo. In theoretical terms, the research was supported by the theory of Bureaucratic Administration. As for the methods and procedures, a qualitative approach was used, configuring the research as descriptive. Data collection was carried out through action research and on-site observation in the meetings of the TeachingService Integration Commissions and review of official documents. The results demonstrate a weakened CIES and fragmented work processes as a technological product, two projects were elaborated: Technical report: Organizational Contract for Public Action Teaching – Health. The second is the creation of a municipal resolution celebrating the contract.
