Análise do sistema de resposta a desastres com a aplicação do modelo de sistemas viáveis (VSM)

Resumo

Introduction: Organized action in the face of disaster situations is a huge challenge for the public authorities, since the lack of information is applied and the time restriction for decision making impacts difficulties in the execution of immediate actions and in the forecast of future actions. To define, in order to obtain the best use of response resources, which may be scarce, the Military Fire Brigade of Espírito Santo (CBMES) uses the Operations Command System (SCO) for field operations. This managerial model, in the disaster scenario, can apply problems such as the lack of definition of common objectives between the response agencies and the difficulty of integrating communication. The issue is, even with the use of the SCO, problems in disarter response management may occur. For this reason, an analysis of the CBMES disaster response system was carried out with the application of the Viable System Model (VSM), developed by Stafford Beer, to propose a viable disaster response model. In theoretical terms, the research was supported by to Systemic Thinking Approaches, in particular, Organizational Cybernetics. In terms of methods and procedures, It is a research of qualitative applied and descriptive approach. Official documents from the Military Fire Brigade of Espírito Santo were searched, as well as interviews with disaster response managers, both at the operational level and at the strategic and regulatory level. The results showed that the analysis, from the VSM, can assist in the improvement of the CBMES Disaster Response System. Based on the results, as a technical dissertation product, proposals for improvement and a suggestion for the creation of the Regional Civil Protection and Defense Plan were prepared
