Gestão por competências : avaliação e proposta de melhorias no programa de um órgão do judiciário eleitoral

Resumo

The greater participation and demand of society for more efficient and higher quality services, as well as the need for organizations to build strategies to achieve this purpose, contributed to the emergence of Competency-based Management in the public sector. Considering this is a complex topic and with few results in the Brazilian public scope, this study aimed to evaluate the competency-based management program in a federal electoral judiciary agency, based on the perception of its employees. To achieve this proposal, a bibliographic review, document analysis and application of a scale constructed based on the literature and the specifics of the body were carried out. The scale was applied to different individuals, separated into three categories: administration staff, managers and those responsible for implementing the program in the organization. The data were submitted to statistical analysis, such as reliability analysis, descriptive and multivariate statistics, as well as methodological and data source triangulation. It was observed that the agency fulfilled most of the steps suggested in guides prepared by public organizations of reference. However, there were indications that those that were not implemented contributed to jeopardize the reach of some benefits of the program, such as those related to performance management and staff recognition, since the data showed that these effects were not clearly perceived. The results on the Competency-based Management communication process were not conclusive, pointing to a need for greater dissemination of information. It was concluded that there was technical quality in the construction of the competences inserted in the assessment instrument, and the Competency-based Management presented positive aspects regarding the area of training, competence assessment and alignment with the strategy, with the exception that there was a tendency for agreement by the participants, but with incipient results and lack of uniformity in perceptions. As the Competency-based Management is a complex technology and its long-term effects, some measures have been proposed so that the objectives initially outlined by the agency are achieved and can consequently have an impact on the provision of better services for the electorate. The diagnosis made and the built instrument were presented as technical products of this work
