This text shows the research results in which the goal was to understand the pedagogical proposal materialized on the textbooks of the Alfa and Beto Literacy Program. These books were published on 2004 and are designated for teachers and students of the 1st grade of the Elementary School. It analyzes critical and responsively texts in the collection of 12 books produced by the Program, in which its theoretical and methodological support is the Bakthinian perspective of language. It adopts a documentary research based on a qualitative methodological approach, understanding the documents produced by the Alfa and Beto Literacy Program as a text/ utterance. Firstly, it aims to investigate the context of the production of the books from this Program. This step tries to dialogue, mainly, with the Childish Literacy: the new ways report, the first official document that proposes the necessity to review the literacy concept adopted in the literacy polices on Brazil. Therefore, it also dialogues with the language, subject and literacy concepts linked to the Program. Although the Program affirms that its texts were written according to the modern and effective scientific bases, it concludes that, in practice, the pedagogical proposal of the Alfa and Beto Literacy Program reduces the written language to a code and the subjects to mere passive receivers.
