In Brazil, rail freight transport has achieved a high productivity gain, thanks to the investments that have been place in the sector in recent years. Due to the increase in the use of railroads, there was an increase in the demand for maintenance of the railway track structure, in order to repair the damage caused by transport. One way to carry out maintenance on the railway track structure is through the use of railway resources, which must be moved from one section of the railway to another. It is necessary to elaborate the route that each resource needs to acoomplish in order to meet maintenance orders (OMs), with some OMs having restrictions of synchronism, precedence and priority to start the service. In this context, this research proposes a mathematical model that considers the integration of eight different mathematical models for vehicle routing in a single mathematical model, to plan the routes of the resources to attend OMs, seeking to maximize the number of OMs attended in the planning period and, at the same time, minimizing the costs per kilometer traveled for each resource and minimizing the delay between the effective moment when OM service starts and the time requested to start. The literature review shows that no studies were found on the planning of the railroad resources routes to assist in the maintenance of the track. Therefore, the study contributes to the development and advancement in this field of research. Data from the Vitória Minas Railway (EFVM) were used to test the model. At EFVM, currently, rail resources routes are based on the experience of the railway maintenance planning team, so the proposed mathematical model comes in as a support tool for the planner to develop a maintenance plan that brings a better use of rail resources. The results showed that the increase in the maximum period to start OM can increase the capacity of attendance to the OMs by the maintenance team, showing to serve as a tool to support operational and strategic decisions, making railway maintenance planning more efficient.
