The provision of emergency care is linked to public safety services, requiring an excellent service in view of the potential damage it can originate. Emergency services demand speed of service and accuracy in performance. A study and planning, both of which can provide better efficiency with the available resources are, therefore, imperative. Therefore, it was questioned how the use of a decision support tool can assist in planning the location and number of operational emergency service units. In this context, this paper investigates the theme of Public Management, having as a general objective the development of a tool for planning operational assistance of emergency services' units, based on the construction of a mathematical model to support decision making. In order to reach the objective previously described, used as a theoretical contribution bibliographic and documentary research on the main models, methods, and criteria were carried out so as to locate units of emergency services' units. Based on the results, tests of the proposed mathematical model were carried out in different situations and realities, for which the results demonstrated the relevance of its use. As a final result, a mathematical model was obtained as a technical product to support decision-making in the planning of operational assistance for public emergency services
