Propostas de política externa do Partido dos Trabalhadores para o governo da República: da crítica anti-sistêmica ao pragmatismo (1980-2002)

Abstract

This research is part of the History of Political Relations and close examination of the Labor Party (PT) analyzing its proposals to the Government of the Republic in the sphere of foreign policy. It considers as main source of analysis meeting resolutions and conventions held by PT during 1981 to 1999 observing its trajectory toward the Government of the Republic and the change from critical anti-systemic to systemic according with sartoriana view.It considers as supporting source of research the Government Programs of the then Presidential candidate Luiz Inácio Lula da Silva during the elections of 1989, 1994, 1998 and 2002. It also verifies proposals of the foreign agenda.It observes whether the lines adopted by the programs were similar to the standard developmental that was gradually adopted in Brazil during 1930 to 1986, or if the proposals were closer to the neo-liberal doctrine predominant in Brazil from the 1990s. It highlights Proposed Programs that deal with the protection of national interest through cooperation between economic blocs and the positioning of PT in relation to the International Monetary Fund – IMF and the foreign debt. The results found that PT’s proposals are indicative of the defense of economic developmental model.
