Entre monitoramentos e práticas de gestão da vida: incursões de um trabalhador da Assistência Social nas ruas da cidade de Vitória

Resumo

This study aims to present the issue of guaranteeing and promoting the rights of the homeless population, based on the analysis of the performance of the Serviço Especializado em Abordagem Social de Vitória (SEAS – Vitória) and the Rede de Atendimento, which engender forms of management the city's space, normalization of conducts and behavior and the safety of the population in general. Attempts to prevent the homeless population from settling in the city space, either violently, such as in actions to collect their belongings or non-violently, through sophisticated forms of control, make up strategies that aim at better distribution of their bodies in the city. From a resumption of experiences as an operator of the Política Nacional de Assistência Social (PNAS) in some of its equipment, I give visibility to the formation of a body that operationalizes this policy and a body that investigates these processes and when designing their articulation, I discuss how they functioned in the face of the challenges encountered, bearing in mind the precarious policies that affect both the Service Network and those served. When dealing with the transformation of the body that operationalizes politics into an approaching body in the experience of SEAS – Vitória, I understand its performance as part of mechanisms of control and regulation of bodies-in-street-situations in the city, insofar as this one becomes involved by a police force. By making a new foray into this experience, with the contribution of the body that investigates the work processes, it traces aspects and dynamics, based on the analysis of the Relatórios Diários, of the communication portal Fala Vitória 156, of the responses made to requests 156, of the Monitoramento Continuo in the city and SigafWeb, as well as I revisit episodes involved in the operation of this service, to locate it in a biopolitical plane, in which the logic of “make live, let die” is mixed with “make waning”. Considering that the action of the approaching body acts, at times, in the interest of the domiciled body, I suggest clues for ways of acting that are beyond biopolitical control, in which lives are not produced in which the destiny is to “live less, suffer much".
