Resumo
The presented research in this thesis tried to analyze a governmental program of professional education, the National Program for Access to Technical Education and Employment (Pronatec), prioritizing one of its actions: Pronatec Exchange Training in its running on a campus of the Federal Institute of Espírito Santo. We"ve analyzed Foucault (2008a, 2008b, 2013) to understand the art of governing. Along with authors of the professional education field, we highlighted aspects of Pronatec that, in our analysis, make up the neoliberal governmentality, configuring it as a poverty management procedure, weakening the right to education for youth and adults and strengthening the training market. We"ve tried to understand how such a program is effective and the effects it does in the school routine; produced practices in the training process by servers and students who are involved or not with them. It is very important for us to understand the rationality that operates in such a professional inclusion and qualification policy of young adults and adult workers, producing effects on our lives and it is so important to think about the technics we are producing in relation to it. So, after analyzing the crossing of government formulation and the life of the subjects, we intend to be attentive to the multiplicity and heterogeneity that makes up reality in which we are decisively involved.
