This work presents a methodology for studying the dispersion of passive and inert atmospheric pollutants in regions with complex topography, where simplified models based on a Gaussian approach are not adequate. The wind field is obtained through a diagnostic model of objective analysis, based on the variational technique, based on measurements from meteorological stations. The governing equations are solved numerically using the finite volume method and the resulting system of linear equations is solved using the SOR method with alternation in the sweep direction. The wind field is validated from a numerical simulation result over a smooth isolated Gaussian mountain and through the reconstruction of the three-dimensional wind field over a region of complex topography in the Region of Grande Vitória ES, to test its ability to simulate real situations . In the first validation, the model presented the same qualitative behavior, presenting small quantitative differences, which may be due to parameters not provided by the reference work that were estimated here, and because they were solved by different numerical methods. In the second validation, the results were compatible with those in the literature, however the work warns about the quality of the forecasts where there are no meteorological stations, due to the low space of the local network.
