O contexto da gestão descentralizada do sistema único de assistência social: o caso do município de Mantena - MG

Abstract

This research, on the use of performance indicators in the evaluation of the decentralized management of the Unified Social Assistance System (SUAS), analyzed the case of the Municipality of Mantena - Minas Gerais, due to the convenience and availability of access to the necessary data. The Brazilian government, in order to face poverty in its various dimensions presented in the contemporary society, established in the 1988 Federal Constitution the guidelines for implementation of social assistance as a social policy, citizen's right and duty of the state. So the Unified Social Assistance System was structured on the precepts of the New Public Management: administrative decentralization, social participation, control by results, and guidance to the beneficiary. After analyzing the indicators of social assistance in the city of Mantena, it was observed that the implementation of the Unified Social Assistance System provided significant improvement in the management and in the results of social assistance services in the city. Opportunities for improvement have been identified related to the improvement in communication and coordination procedures among the many actors involved as well as the inclusion of professional management experts under technical staff regulated by The Basic Operational Norm of Human Resources of the Unified Social Assistance System (NOB-RH / SUAS) seeking to guarantee the independence and administrative autonomy of the decentralized management of SUAS
